I propose a fourth C: (Quality) Certification, attesting for software's and OS' robustness and hack-proofness. Too much stagnation and damage has occurred due to the end-users being the prototyper. Could be done without the supplier revealing the source-code. Even better: (blind stress-testing. Anyway, you'll figure out the best way to implement procedures for it (taskforce- or bounty-driven).

I fully concur with the "competitiveness" C. Good part of the FP fundings seems to go to universities. IMHO the effect on overall economy could be much greater if it were to become feasible for micro-enterprises (1-5 people) to tap into such funding. Would have a much further reach into economy and society as a whole (as compared to university projects).
