Obviously this should be done but it risks to be either an "admission fee", enabling people to turn the key on (overcoming the preliminary reluctance only) and using some (specific) tool, or an esoteric doctrine for initiates.
Active literacy has to enable citizens to understand, use and plan usage; not anyone should become an ICT specialist, but anyone should understand what is used for what.
